I just read an article about how the mayor of NYC announced the city will fine those who have not received the MMR vaccination, in light of the current outbreak. While I am 100% for vaccination, I am curious as to how this will work. How would the city get the information as to who is vaccinated and who is not? Will medical providers be required to report the identifying information of their patients to health authorities? Is that information not protected by HIPAA? My understanding is that the majority of those affected by the NYC outbreak are members of the Orthodox Jewish faith and are not enrolled in public schools.
